IMPHAL: Governor of Manipur Ajay Kumar Bhalla emphasized that the protection of wildlife, conservation of forests, and safeguarding of natural resources such as rivers and mountains are collective responsibilities of every citizen. He made this remark while addressing the grand finale of the 71st Wildlife Week Celebration 2025 held at the City Convention Centre, Imphal.

Organized by the Forest Department, the Wildlife Week Celebration was observed across all districts of the state from October 2 to October 8, featuring a variety of awareness and conservation-related activities. During the programme, the Governor inaugurated a Wildlife Photography Exhibition showcasing the rich biodiversity of Manipur.

On the occasion, the Governor also remotely launched a series of videos highlighting various wildlife species and their habitats across the state. A special video presentation on the Pangolin Conservation Project in Manipur — a joint initiative of the Wildlife Trust of India and the Forest Department — was also screened. The Governor further formally launched the Manipur Bear Conservation Project.

He released a book titled “Flight, Fur and Fangs — Encounters with the Wilderness of Manipur Forest” and launched a web application called “Forest Resource Assessment and Monitoring System”, developed in collaboration with the North Eastern Space Application Centre (NESAC), ISRO.

Addressing the gathering, the Governor appreciated the dedicated contributions of officers and NGOs in wildlife and environmental conservation. He stressed that the protection of Manipur’s forests, wildlife, rivers, mountains, and biodiversity is not solely the duty of the government but a shared moral responsibility of every citizen.

He also encouraged the Forest Department to continue its proactive role in wildlife and nature conservation and to promote eco-tourism across the state.

Chief Secretary Dr. Puneet Kumar Goel, officers from the Forest Department, representatives of various NGOs, and students from different institutions were also present at the event.

KCP (PWG) MC Unification Alleges Irregularities, Nepotism in JNIMS Nursing Promotions

IMPHAL:  The proscribed Kangleipak Communist Party (KCP) (PWG) MC Unification has accused the Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Imphal, of large-scale irregularities, nepotism, and favouritism in the promotion and utilisation of nursing staff.

In a statement issued by Chingkheinganba, Public Relations Officer (designate) under the supervision of Lanyanba Khuman, the outfit alleged that the JNIMS administration has failed to address persistent grievances among nursing personnel concerning promotion and service extension.

According to the group, several Assistant Nursing Superintendents at JNIMS are allegedly drawing both full-time salaries and pensions simultaneously. It questioned the repeated service extensions granted to certain employees after superannuation, calling it a serious administrative lapse.

The statement further noted that while key posts such as Nursing Superintendent and Deputy Nursing Superintendent remain vacant, the institute continues to promote staff disproportionately. Citing figures, the outfit compared JNIMS with RIMS, Imphal—stating that RIMS has nine Assistant Nursing Superintendents, whereas JNIMS has 36. Similarly, RIMS employs 116 Nursing Sisters for 1,164 beds, while JNIMS, with only 751 beds, employs 164 Nursing Sisters, up from 78 following an addition of 86 more.

The KCP alleged that such irregularities have resulted in inefficiency, mismanagement in duty allocation, and an overall decline in patient care. It accused the JNIMS authority of fostering a culture of nepotism that has disrupted institutional discipline and transparency.

Concluding its statement, the KCP (PWG) MC Unification warned the JNIMS administration to initiate immediate corrective measures and cautioned that it would continue to monitor developments to ensure accountability within the institution.

PREPAK Observes 48th Foundation Day Across Manipur, Calls for Unity and Self-Reliance

IMPHAL: The proscribed People’s Revolutionary Party of Kangleipak (PREPAK) observed its 48th Foundation Day at multiple locations across Manipur, with active participation from members, supporters, and sympathisers from both the hills and the valley.

In a statement, Mangal Khuman, Publicity Officer of the Department of Publicity and Propaganda, PREPAK, expressed gratitude to the media for publishing the message of the Interim Chairman on the occasion.

Observances were organised at the Central Head Quarter (CHQ), General Head Quarter (GHQ), 707 Mobile Battalion, Base Areas 1 to 4, Tactical Head Quarter (THQ), Training Centre (TC), Transit Camp, and Mobile Battalions 01 and 02, among other sites.

At the main function held at CHQ, Interim Council Chairman Aheiba Angom attended as Chief Guest, while Leibaak Ngaakpa Luwang, Chargé d’Affaires of the Department of Publicity and Propaganda, presided. The programme began with the hoisting of the party flag.

In his address, the Interim Chairman reportedly criticised Indian rule, alleging that India’s geopolitical ambitions have disrupted Kangleipak’s social and political fabric. He attributed the current unrest to continued occupation and exploitation and urged the people to unite to reclaim their rights and preserve the identity of the land. He further accused India of deliberately creating internal divisions and misleading those who fail to recognise this agenda.

He also drew attention to pressing issues such as prolonged unrest, the impact of Myanmar’s internal turmoil, poppy cultivation, drug trafficking, and recurring highway blockades, calling for unity to rebuild Kangleipak as a self-reliant and independent nation.

A parallel observance at the GHQ was attended by Chief of Army Staff (CAS) of the Red Army, Romi Meitei, Deputy Finance Secretary Rocky, Organisation–1 in-charge Shanti, and Organisation–2 in-charge Ngairamba. The CAS inaugurated the event by lighting a ceremonial torch, followed by floral tributes to fallen comrades and a Revolutionary Gun Salute. He said PREPAK aims to strengthen the revolutionary movement, with the Red Army dedicated to the struggle for liberation and the welfare of Kangleipak’s people.

Another programme at the 707 Mobile Battalion under the United Base Area was attended by Base Area Secretary Langamba, Athoiba Mithunglen, and Camp Commander Md. Pakkish. Floral tributes were offered to seven departed comrades, and the Base Area Secretary called upon citizens to remain united and vigilant in the pursuit of an independent Kangleipak.

Several revolutionary groups from the WESEA region and international organisations also conveyed messages of solidarity, while local supporters from both the hills and valley renewed their commitment towards restoring the sovereignty of Kangleipak.

PREPAK (Pro) Marks 49th Red Army Raising Day, Criticises State and Centre Over Manipur Crisis

IMPHAL: The proscribed People’s Revolutionary Party of Kangleipak (Progressive) [PREPAK (Pro)] on Wednesday observed the 49th Raising Day of its Red Army, according to a statement issued by the outfit’s chairman, Longjam Paliba M.

In the statement, the banned group paid tribute to its deceased members and expressed solidarity with those affected by the ongoing unrest in Manipur. The occasion carried a strong political tone, with the outfit sharply criticising both the State leadership and the Government of India.

PREPAK (Pro) accused the authorities of neglecting the interests of the Meitei community and alleged that Manipur was being turned into a “land of invaders.” The group blamed corruption, bureaucratic indifference, and power struggles among the elite for the State’s deepening crisis and social deterioration.

The organisation also invoked the concept of Dharma, describing it as a civic and moral duty rather than a religious notion, and called for unity and collective efforts to preserve Manipur’s social harmony.

The release further condemned “misinformation campaigns” by sections of the mainland media and criticised what it termed “kakistocratic governance” prevailing in the State.

Manipur Crisis on Hold: BJP Central Leadership Prioritizes Bihar over Imphal

New Delhi:
The political uncertainty in Manipur continues as around 27 BJP legislators from the state remain in New Delhi for a second day, awaiting direction from the party’s central leadership. Despite their presence in the capital, the MLAs have not met Prime Minister Narendra Modi or Home Minister Amit Shah, and no progress has been made toward resolving the leadership issue in Imphal.

A meeting held at Manipur Bhavan on Wednesday ended inconclusively, with no consensus reached on selecting a new leader. Former Chief Minister N. Biren Singh has reportedly extended support to Speaker Thokchom Satyabrata Singh, though their political relationship has been marked by tension. The legislators are expected to meet BJP incharge Sambit Patra later today.

Party sources indicate that the BJP’s central leadership is showing limited urgency over the Manipur issue, as its current focus is fixed on the upcoming Bihar Assembly elections — seen as a major political test for the ruling party. Analysts suggest that any concrete decision on Manipur’s government formation may only come after the Bihar poll results are declared.

For now, the BJP’s Manipur unit finds itself in limbo, with the state’s political future appearing to take a back seat to the party’s national electoral priorities.

Zeliangrong United Front Invites Cadres from Naga Factions to Unite for Political Aspirations

IMPHAL: The Zeliangrong United Front (ZUF) has issued a statement welcoming all Zeliangrong cadres from various Naga factions to join its fold. The Front emphasized that its political dialogue with the Government of India (GOI) aims to address and integrate Zeliangrong political issues under a unified administrative and political governance within the Union of India.

According to the statement, the long-pending demand for Zeliangrong statehood was delayed due to GOI’s inaction and disturbances caused by the Naga National movement, which subsequently compelled the Zeliangrong revolutionary movement to organize independently. Despite losses and hardships, the movement has continued with mass-based support.

ZUF clarified that it is distinct from Naga factions and operates as a separate organization with its own objectives. The Front stated that recent calls on social media urging ZUF to join peaceful negotiations reflect unofficial opinions and do not represent the organization.

ZUF further asserted that it remains open to all Zeliangrong leaders and cadres from Naga factions, inviting them to work together as one family for the greater political aspirations of the Zeliangrong kindred people. The Front emphasized that unity among Zeliangrongs is crucial before contributing to broader Naga national issues.

The Front concluded by urging all Zeliangrong leaders and cadres to come together and focus on strengthening their family home for greater collective accomplishments and political progress.

Possible Scam in Jal Jeevan Mission in Manipur Raises Concern: MP Bimol Akoijam

IMPHAL: Concerns have emerged over a possible scam in the implementation of the Jal Jeevan Mission (JJM) in Manipur, following discrepancies observed in data and expenditure details. Lok Sabha MP from Inner Manipur, Dr. Bimol Akoijam, who has been tracking the progress of the scheme as part of the DISHA Committee, raised questions regarding the actual status of household tap water connections and fund utilization in the state.

Dr. Akoijam recalled that during the last Lok Sabha, he had sought information from the Ministry of Jal Shakti on the number of rural households that had been provided with tap water connections in Manipur. According to the ministry’s reply, before the launch of the Jal Jeevan Mission in August 2019, around 26,000 rural households (5.74%) had tap water connections.

After the scheme’s implementation, the number reportedly rose to 3,33,539 additional rural households, bringing the total to 3,59,459 out of 4,51,619 households — a coverage rate of 79.59% as of 28 July 2025.

However, Dr. Akoijam expressed concern over inconsistencies in field reports and official data, suggesting the possibility of large-scale irregularities. He also pointed out that, according to the government’s own figures, ₹1,202 crore has been utilised under the scheme — including ₹1,078.82 crore from the central share and ₹124.03 crore from the state share.

“Given the massive expenditure and claims of near-universal coverage, ground realities do not seem to match the official numbers. There appears to be something seriously amiss,” Dr. Akoijam remarked, calling for a thorough investigation into the matter.

He said the issue would be discussed further in the upcoming DISHA Committee meeting, with demands for transparency and accountability in the execution of the Jal Jeevan Mission projects across Manipur.

Unauthorized Masjid Structure Demolished Inside 5th MR Camp, Tamenglong

TAMENGLONG: An unauthorized Masjid construction inside the 5th Manipur Rifles (5 MR) Camp in Tamenglong was demolished after local Civil Society Organisations (CSOs) intervened.

According to reports, the structure was being erected without proper documentation or prior consultation with the local community. Upon receiving complaints, the CSOs conducted an inquiry and found the construction to be in violation of due procedures.

Taking responsible action, the CSOs dismantled the incomplete structure and reiterated the importance of transparency, legality, and community participation in all construction activities within the district.

Tribal Organisations in Tamenglong Reject September 18 Land Order, Cite Violation of Article 371C

TAMENGLONG: Civil Society Organisations (CSOs) in Tamenglong have demanded the immediate revocation of the Manipur Government’s September 18 notification on land procedures, terming it unconstitutional, illegal, and a direct threat to tribal land rights in the hill districts.

In a strongly worded joint statement, the CSOs urged the State Government to cancel the order without delay, respect safeguards under Article 371C, and refrain from introducing any land-related policy without prior consultation with tribal communities through their recognised bodies. They also appealed to the Governor of Manipur to intervene and protect tribal rights to ensure peace and harmony in the state.

The September 18 notification, issued by the Land Resources Department, prescribes a uniform system for the sale, purchase, and registration of land across Manipur. The CSOs argued that this violates the Hill Areas Committee (HAC) Order, 1972, which gives the HAC exclusive authority over land matters in the hill districts.

Calling the move “a direct attack on the constitutional and traditional landholding systems of tribal communities,” the organisations said that tribal land is governed by customary laws with ownership vested in individuals, clans, and chiefs. They warned that bypassing the HAC and ignoring the unique land tenure systems could lead to serious unrest, instability, and conflict in the state.

The CSOs further alleged that the government’s attempt to impose a uniform land revenue and registration system was a step towards dispossession of tribal lands and erosion of tribal identity.

The statement, endorsed by multiple organisations from Tamenglong, Tamei, and Tousem—including INU-TZ, LNCM-TZ, RNCM-TL, ZNCM, JTWA-TZ, CSAT, and VACC—also expressed solidarity with the United Naga Council (UNC), which had earlier submitted a memorandum to the Governor on September 25 demanding withdrawal of the notification.

The joint statement was signed by Ariang Panmei (Convenor, CSOs Tamenglong & President, CSAT), Makiujei Gangmei (President, VACC Tamenglong), Namsulung Gonmei (Chairman, RNCM-TL), Amy Kamson (Convenor, JTWA-TZ), L. Bariam (Chairman, INU), Rajelung Newmai (Vice Chairman, LNCM-TZ), and N.H. Ramtahung (Vice President, ZNCM).

Okram Ibobi Singh Criticizes BJP MLAs for Seeking Central Intervention to Form Government in Manipur

IMPHAL: Congress leader Okram Ibobi Singh has criticized the BJP MLAs for travelling to Delhi to consult central leaders on forming a popular government in Manipur, calling the move shameful. He made the remarks during the “Vote Chor Gaddi Chod” signature campaign program held at Patsoi, organized by the Patsoi Block Congress Committee.

Addressing the gathering, Ibobi Singh stated that during the Congress regime, the party never had to rush to Delhi to seek approval or choose a Chief Minister through central intervention to maintain a popular government in the state. He described the BJP MLAs’ visit to Delhi to seek direction from central leaders on how to perform their duties as both shameful and a sign of weakness.

He further revealed that, according to information from government officials, the financial condition of the Manipur government is comparable to that of a patient in an ICU under critical care. Despite the Centre releasing substantial funds, there has been no visible improvement in the state’s condition. He added that this highlights the BJP government’s failure to properly utilize public funds, leaving Manipur’s future uncertain.

Ibobi also accused the BJP of using money and muscle power during the Lok Sabha elections, alleging that the party’s votes were illegally manipulated. He said the event was organized to bring this issue to the attention of the Election Commission of India (ECI).

During the same program, Lok Sabha MP Dr. Bimol Akoijam also addressed the crowd. He remarked that despite using money and muscle power, the BJP had failed to gain genuine public support. He emphasized that true change will come only when the people themselves rise and fight for the truth.

Dr. Bimol further stated that Manipur remains one of the most neglected and economically disadvantaged states in India, where governance has largely failed to function effectively. He pointed out that Manipur records the highest cost of living in the country, with prices of essential goods higher than in any other Indian state.

He also noted that, despite the Indian government spending crores of rupees on government schools, around 70% of students still prefer private schools due to the poor quality of education. Dr. Bimol expressed deep concern that corruption and inefficiency have spread across various departments, hindering the state’s real progress.

The event was also attended by MPCC President K. Meghachandra, Patsoi AC MLA AK Mirabai, several Congress members, and local women leaders, including  elderly ladies.

Speaking to the media, Anjali said, "The arrest of Wangchuk under the NSA is the result of a conspiracy. This government has a history of suppressing dissent. People are arbitrarily labeled as agents of Pakistan or China to silence their voices."

Protesters demanded Wangchuk’s immediate release and called for the government to address the legitimate concerns of the Ladakhi people, rather than attempting to suppress their voices through legal intimidation.

“No Peace Without Justice”: Manipur Citizens Demand Action on Displacement and Highway Blockades

Imphal | October 4, : Hundreds of citizens gathered at Iboyaima Shumang Leela Shanglen, Imphal, today in a powerful demonstration calling for justice, peace, and dignity in Manipur. The gathering — comprising elders, women, youth, and community leaders — issued a set of urgent demands, including the immediate reopening of national highways, the safe return of all internally displaced persons (IDPs), and the abrogation of the Suspension of Operation (SoO) agreement with Kuki militant groups.

Speakers described the national highways as “trenches of division” rather than lifelines connecting communities. Since the outbreak of violence on May 3, 2023, citizens alleged that armed Kuki-aligned groups have blocked and diverted travel, cutting off essential access to food, medicines, education, and trade. Protesters warned that such restrictions amount to collective punishment and discrimination, potentially qualifying as crimes against humanity under international law.

The assembly demanded that all highways be declared neutral and demilitarized zones, monitored by independent oversight bodies, and cleared of checkpoints operated by non-state actors.

Humanitarian Crisis and Call for Return

The ongoing displacement of more than 60,000 individuals was highlighted as a humanitarian emergency. Families, many of whom have been living in relief camps for over two years, remain without access to proper shelter, healthcare, education, or livelihood. Several speakers described the deep trauma and psychological toll suffered by children and women.

The gathering called for the immediate and safe return of all displaced people to their original villages, along with compensation for losses, restoration of properties, and rebuilding of destroyed infrastructure. Speakers stressed that security guarantees, community reconciliation, livelihood support, and psychosocial care must be part of the reintegration process. For those who cannot return due to safety fears or total destruction of homes, alternative resettlement options were also demanded.

Scrapping the SoO Agreement

The Suspension of Operation (SoO) agreement with Kuki militant groups came under sharp public criticism. Protesters accused the agreement of enabling impunity, pointing to numerous violations such as illegal extortion, forced evictions, and militant occupation of territories.

Demands included the immediate scrapping of the SoO, disarmament and disbandment of all militant camps, and prosecution of offenders under both Indian and international law. Speakers also called for the restoration of full state authority across all areas of Manipur.

Towards an Inclusive Political Framework

The crowd called for a new and inclusive political framework that ensures equal rights, security, and representation for all communities in Manipur, emphasizing unity beyond ethnic divisions. Civil society groups, women’s organizations, student unions, youth bodies, and artisans were urged to join in peaceful civic action, including legal documentation, petitions, and international advocacy.

The highways must serve as arteries of unity, not sieges,” said one speaker. “The displaced must return home. Peace cannot exist where impunity thrives.

The People’s Mandate

As the assembly concluded, the message was clear: the people of Manipur will not accept silence or delay. Their non-negotiable demands include free movement, return of displaced persons, end to militant impunity under SoO, and a just, inclusive political solution. Citizens pledged to continue their struggle through lawful and peaceful means until these goals are achieved.

Babina Hospital Halts CMHT and PMJY Dialysis Services Over Pending Dues

IMPHAL : Patients at Babina Hospital have been informed that treatments under CMHT (Chief Ministergi Hakshel Tengbang) and PMJY (Pradhan Mantri Jan Arogya Yojana) will no longer be covered, and payments must now be made in cash.

The issue surfaced when Laishram Sushila, whose husband undergoes regular kidney dialysis at the hospital, revealed that the authorities convened a meeting to announce the decision.

Hospital management stated that dues of more than ₹6 crore under the two health schemes remain unpaid. As a result, starting from the 6th of this month, patients will be charged ₹1,350 per dialysis session, and from November 1, the fee will rise to ₹2,500 per session.

Patients who had been receiving free dialysis—particularly those requiring treatment three to four times a week—are now facing severe financial strain, with their lives at risk if they cannot afford the treatment.

Hospital officials expressed regret but said they had no alternative until the government clears the outstanding funds. They emphasized that the move was not intentional but forced by the financial burden created by the non-release of payments.

Meanwhile, patients’ relatives have urged the government to expedite the payout of pending funds and appealed to the hospital management to reconsider their decision, stressing that many lives are at stake.

Centre Acts on Complaint Against Deforestation in Manipur

IMPHAL: A complaint from a Manipur-based civil society leader has prompted the Government of India to step in against large-scale deforestation in the state.

The Ministry of Environment, Forest and Climate Change has acted on a petition submitted by Shri Lenin Hirom, Convenor of the All Kongba Road United Clubs’ Organisation (AKRUCO). His complaint, sent on September 15, drew attention to widespread destruction of forests across Manipur.

Responding to the petition, the Ministry on September 23 issued a formal directive to the Principal Chief Conservator of Forests, Manipur. The letter, signed by Assistant Commissioner for Forestry Ravinder Singh, instructs the state forest department to urgently examine the matter, initiate legal action under existing forest protection laws, and submit a report at the earliest.

The directive directly cites Shri Lenin Hirom’s complaint, confirming that the intervention was triggered by his organisation’s appeal. For transparency, a copy of the order has also been forwarded to him.

This development underscores both the gravity of deforestation in Manipur and the growing impact of civic voices in driving government action on environmental issues. Further updates are awaited as the Manipur Forest Department responds to the Ministry’s order.

O. Joy Demands House Committee Probe into Manipur Assembly Scam

IMPHAL : Senior Congress leader O. Joy has demanded that the major financial scam in the Manipur Legislative Assembly be thoroughly investigated by constituting a House Committee, and that its findings be made public before legal proceedings take their course.

Speaking at a public gathering held today at Congress Bhawan on B.T. Road, O. Joy pointed out that the Assembly is the state’s largest and most vital institution, entrusted with responsibilities over law, finance, and governance. He expressed concern that such malpractice could occur in an institution regarded as the “temple of democracy.”

He further revealed that a memorandum has already been submitted to the Prime Minister of India, the Speaker of the Lok Sabha, the Governor of Manipur, the Chief Secretary of Manipur, and the Secretary of the Assembly, urging them to recognize the seriousness of the scam, which he said has shaken the entire state, and to ensure the formation of a House Committee without delay.

Calling corruption within the Assembly “unforgivable,” O. Joy said such actions not only erode public trust but also cast suspicion on MLAs and even the Speaker. He stressed that immediate steps must be taken to restore the dignity of the institution.

He remarked that Manipur, often described as a “sovereign kingdom of two thousand years in South East Asia,” has been tarnished by this scandal. He urged the Speaker to constitute a House Committee at the earliest to uncover the truth. If that is not possible, he said, the case should be referred to the Supreme Court for examination by a special team, investigated under the supervision of the Chief Justice or a sitting judge of the Manipur High Court, or entrusted to the Central Bureau of Investigation (CBI) for a comprehensive probe.

O. Joy warned that failure to act would force the Congress party to seek an appointment with the Prime Minister and to press the Governor and other authorities to intervene.

Criticizing the BJP-led government, he alleged that the democratic system in the state has already collapsed, and even the judiciary has failed to function effectively. Nonetheless, he maintained that the Manipur Assembly recruitment scam must be investigated at the earliest to protect the integrity of the state’s democratic institutions.
